With disintegration of Soviet Union in the countries of the Central Asia there was a water allocation problem in region. The competition of hydropower and agrarian priorities of transboundary water use brakes transition to rational operation of water resources. However interdependence of the states of region in the field of water and energy resources causes necessity of their close cooperation with the purpose of satisfaction of interests of each of the parties.
