The book presents the concept of ecological safety of cities, municipalities, regions with regard to adjacent areas. The means and methods to ensure environmental security through improved organizational-economic mechanism for environmental management were justified. Key provisions of the concept are recognized and used to develop comprehensive programs targeted environmental sanitation and urban populations of the Urals in the justification of the Strategic Development Plan Ekaterinburg 2015.
