The problem of water resources development and utilization on the river water bodies of the steppe zone of Orenburzhye, prior and after virgin lands reclamation, has been studied with the purpose to enhance the efficiency of water resources utilization in the region. The peculiarities of the soil-formation process under the anthrogenically changing conditions of water regime have been studied. It is shown that atmospheric precipitations are being most efficiently utilized on dark chestnut-color soils as compared with undeveloped virgin soils. Precipitations are best used by perennial grasses on well-moistured common chernozem lands. It is proved that plowing of virgin lands leads to destruction of biogeocenoses, having been adapted to moisture deficiency in the process of evolution, which created and permanently maintained the sod soil cover, serving as primary material for steppe soils and their protection.
