The article describes the conditions for the formation of flooding in the upper and middle parts of the Amur basin. Calculating the parameters at risk of flooding of the territory has been submitted. To be able to manage flood risk, the methodology flood-risk areas zoning and includes maps of areas of probable damage to a number of the Amur basin localities is suggested.
