This article examines the problems of modernization of the regions of arid zones, the reasons that contribute to inhibition of development of the economy and standard of living of the population as a whole. The analysis of the influence of nature on the development and evolution of countries, regions and their individual territories is given. In Orenburg steppe agricultural land transformed to arable steppes and intensively exploited hayfields and pastures degraded mode runoff, transformed the subsoil and groundwater mining, radically changed the biosphere. Formed a different, distinct from the natural, environment.
Indiscriminate use of natural resources leads to a further deterioration of the ecological situation in the region and the living conditions of the population. Accelerated population outflow in regions with more favorable environment. Requires environmentally safe, highly effective environmental management, ensuring the harmonious development of man with nature and with his interests in mind. Offered territorial socio-economic system of selfregions and municipalities, read in conjunction with the natural conditions, calling them natural and socio-economic system. In water deficit Orenburg natural waters are a backbone component of nature, economic and social development. Modernization of its economy due to lack of water lead to development of waterless industries. The methods to improve the efficiency of water use in the Orenburg region are proposed.
