This article identifies the key aspects of transboundary water management with the purpose of their protection and rational use. The principle of «reasonable and equitable utilization» is using as the fundamental norm of the legal regime of transboundary water management. It is proposed to use theconcept of an integrated (or integrated) water resources management of the adjacent States, and the organization of interstate system of monitoring of transboundary water bodies.
