The article dwells on the dynamics of global events dealing with stable development, ecological security, and the stages of development of integrated water resources management (IWRM); the theory and methodology of IWRM are based on four principles. The survey of water resources of Central Asia is adduced in the article, the author calls the acutest problems connected with organization of water utilization; the results of comparative analysis of the existing systems of management with water resources and expected advantages caused by IWRM introduction are presented in the article. The author moves his own vision concerned with application of IWRM on the national level, he elaborated the system of his own consisting of four hierarchical levels.
