The economic reforms in the states – participants of CIS objectively determined the need to distinguish between the state and economic functions in providing water to the population and industries. With the introduction of the CIS Institute , « Water Management» particularly urgent formation of an effective economic mechanism and protection of water resources. They are no longer considered an unlimited natural resource, and that it was not introduced in the economic calculations overestimate the effectiveness of water-intensive industries, the slow development of water-saving technologies. Economic valuation of water resources should be based on a systematic approach , that is, when water use is considered within a single natural and economic system of the river basin , consisting of interconnected components : biological , recreational, water transport , landscaping , household and drinking . This principle should be the basis for determining the amount of payments for the use of water resources (water), maintenance of the State Water Cadastre and select specially protected water bodies.
