Basin planning is an important element of integrated water resources management (IWRM) in context of transboundary river basins for the sustainable water management. The development and implementation of a basin plan allows water-management (basin) agencies to make a comprehensive analysis, assess current water situation, and plan water use in a basin for the short- (2-3 years), mid- (5-7 years), and long-term (10-15 years), taking into account probable tendencies of basin economic development, demographic forecasts, climate change, and other factors. The concept consists in application of the integrated approach that includes a set of measures at the basin level (hydrographic principle) and accounts socio-economic conditions and environmental aspects.
