The environmental, economic, social, and political aspects of the progressive global water crisis and the potentialities of Russia in solving the problems of water resources deficiency are discussed. The specific features of water resources management within the country and at the international level are analyzed. The methodology is developed and procedures are proposed for harmonizing water use strategies under uncertainty; they are supplemented by appropriate complexes of mathematical models, which, in addition to the volumes of water resources actually consumed by water users, involve the tentative values of such volumes, playing the role of virtual resources («guaranteed» volumes). The harmonization of water use strategies in hierarchical structures and in systems using transboundary water bodies is presented. Long-term strategies for water use and planning water protection measures, as well as control strategies for joint use of surface and subsurface waters are substantiated. Approaches are developed for the formation of water use and water disposal markets. The methodological principles for the formation of natural resource rent and the functioning stability of water management systems are studied.
