Water demands of economic sectors in the Russian Federation’s constituent regions are ever increasing. Among the main water consumers are industry, agriculture, and domestic sector. Industrial demand is very important since water is needed almost for all production processes.   Therefore, the effectiveness of water management is currently the most important indicator of the efficient use of natural resources and innovation-driven growth of economy. This issue of efficient water use is especially topical in Tul’skaya province, which accommodates a lot of water-intensive industries.
