This tutorial gives terms of reference for master course students for solution of scientific-technical problems in the sphere of construction, describes objectives and main directions in solution of topical problems, and provides classification of scientific and technical problems. The book gives the methods of guided search and the basics of decision making theory. It describes the problems related to improvement of efforts planning concepts, constructive and technological improvement of buildings and structures and their design calculations, the development of new technologies, as well as the problems of resource conservation and calculation software. 

New greening directions are described as well: attaching “intellectual” properties (maintenance of environmental parameters, monitoring of public health and building conditions, etc.).  Critical problems related to improvement of buildings are cited: ‘zero’ buildings with minimum site area, with ‘zero’ energy and resource consumption, with ‘zero’ wastes.
