The paper is dedicated to the study of main activities as part of land reclamation assistance to settlers in the end of XIX and the beginning of XX centuries. This aspect of the resettlement policy was not a subject of special research and was not studied deeply, thus representing a gap. The author studies main directions of hydraulic engineering works in the settlement area, shows their importance for transformation of unfavorable sites into settler-friendly areas.
