One of the key elements of sustainable water use is the efficient water management. Thus, all CIS countries have national administrations responsible for state policy in this sphere. At the same time, water scarcity in a number of regions in CIS is caused by poor organization of water use in industrial and agricultural sectors, unsatisfactory conditions of water infrastructure, and low level of cooperation in transboundary river basins as the authors of this review - Vladimir Yasinskiy, Alexandra Mironenkova, and Tulegena Sarsembekova - state.
Strengthening (forming) of a basin chain for international watercourse management is very important. Basin organizations should coordinate integrated measures among relevant sectors and different departments at the regional and basin level. This would allow the CIS countries to pursue the harmonized regional and national water use policies, while covering, on an integrated manner, various aspects of water resources use and water-related sphere development: water supply, irrigation, hydropower, navigation, etc. Strengthening of cooperation, including multilateral one, contributes to sustainable use of water, safety of hydraulic structures, and conservation of environmental capacities of river basins.
Innovative financial mechanisms are needed to enhance public and private partnerships in water sectors and attract external investments to water supply, sanitation, irrigation, hydropower, recreation, etc. An important task of cooperation is the scientific and technological collaboration and joint preparation of research and engineering personnel who will be able to address a complex set of water and environmental problems in the region, as the authors underline.
