This book analyzes the current model of water governance in Russia, considers the areas to improve institutional and economic mechanism for financing, water charging, and damage compensation in case of violation of water legislation. The effectiveness of building the system of public water governance through the project-based approach is demonstrated.

The monograph is published with the support of the Technical Assistance Fund at the Eurasian Development Bank. The publication of a multi-volume teaching and reference aid “Water sector” was begun for water professionals.
