Through the analysis of the Federal Target Program “Revitalization of Volga” the authors indicate to a wrong decision to close the FTP and demonstrate deficiency of alternative projects, such as the UNESCO Project “Sustainable Development of the Volgo-Caspian Region” and the “CABRI-VOLGA” Project. They propose an idea of common nation-wide project “Balanced Development of the Volgo-Caspian Region”.
