In light of the analysis of international practices (US, China, EU member states, Latin America, Africa, international organizations, primarily UN), the key problems of water industry in the present Russia rooted in destructive privatization and liberalization of this sector, especially water supply and sanitation, are addressed in this publication. The causes of the problems are also found in defective RF Water strategy till 2020, which, in fact, is oriented to production of export-oriented water-intensive raw materials, including in fuel and energy sector and agriculture rather than to service of the nationwide needs and demands of Russia. Unacceptability for the country of the adopted Water Code, which undermines the key human rights to water and national sovereignty over water resources and creates a legal framework for wider expansion of transnational corporations in the Russian water sector is demonstrated. Finally, the main ways are formulated to overcome disorder in the national water industry, first of all, by rejecting the privatization and liberalization ideology in this sector, focusing on water productivity and effective water use as the basis for provision of reliable water services to population, economy and environment.
