The primary aims of the water management system in the Russian Federation are to ensure supply of water of good quality to population and national economy, create favorable conditions for economic sectors, protect water resources from depletion and pollution, and provide their quantitative and qualitative reproduction. The variety of tasks and problems before the water sector requires that water resources be studied in details, regulated and managed on the basis of reliable information about water use by population and economic sectors.
