The review deals with the problems and effective ways in re-structuring water management, as well as the specifics of basin-based management under market conditions. 

By 2030, water demand should be met proceeding from environmental restrictions of available resources and variability of surface water and groundwater in river basins. First priority is given to drinking and household water supply. Local authorities, basin councils, water user associations and other community-based organizations should be involved in management of water use and protection.
