V.A.Krivoshey, President of the Science and Technology Center "Water and People: XXI century", PhD Science and Technology Center for Water Security "WATER & PEOPLE: XXI Century" developed and submitted to the Government proposals for the improvement and development of the Unified Deep Water System of European Russia.   This decision began building hydraulic structures, completion of parapets and gateways approach channels, large-scale intervention in the channel processes in rivers.
