For the implementation of the priority tasks of socio-economic development of the Russian Federation in accordance with the provisions of the Concept of socio-economic development must be carried out:
- Creation of conditions for the development of human potential through Russia to improving environmental quality and improve environmental safety and protection of population and economy of emergency situations of natural and manmade;
- Consolidation and expansion of competitive advantage of Russia in such areas as energy, transport, agriculture and processing of natural resources by engaging in business turnover of undeveloped water resources with the necessary environmental compliance.
