According to the book "Planning and management of water resources systems» (ISBN 92-3-103998-9 - © UNESCO 2005) the concept of integrated water resources management (IWRM) began to be developed since the early 1980s. A decade later in the U.S. to pilot the development of decision support systems for integrated river basin management (SGTPR IURB) as a base of innovative tools for the practical implementation of IWRM principles. In EU countries a powerful incentive for bulk and coordinated development SGTPR IURB, different configurations, has served as the Water Framework Directive (WFD 2000/60/EC).
