The article analyzes the theoretical basis of taxes and charges prirodnoresursnogo and nature protection, primarily of payments for negative impact on water bodies.  The background of the formation of the financial institutions in our country is investigated.  Some of the analogues lead, acting in foreign countries. The estimation of the functioning of the economic mechanism of environmental protection assessed at present.
