Any violation of the natural regime of water bodies adversely affect to the ecosystem. However, to completely abandon the use of natural waters is impossible, and therefore, in each case should be compared (not in monetary terms!) The expected economic benefit to the severity of environmental impacts. Unambiguous valuation of environmentally acceptable water withdrawals from natural sources and allowed violations of their regime is impossible.
