The author in given research tries to give, for the first time in Russian historiography of given problem, the detailed explanation of existing prerequisites and conditions for the development and implementation of the project “Pure Water”, of its development stages and transformation into a RF State Program and show close relationship between the Project “Pure Water” and the other important global ideas and programs, as well as demonstrate its national and global significance.
