There are considered main features of drawing up the water balance of a river basin by an example of the river Moscow basin. There is shown the role and place of watering releases as a part of the water balance, based on the analysis of design materials and literary sources. As shown by the performed analysis of numerous design materials and literary sources, currently there is no single methodology for assessing the allowable watering amounts of releases to water bodies including downstream hydraulic units, there is no uniformity in terms too. The concept of watering releases downstream waterworks and water intake is defined differently by various authors: minimally acceptable, minimally necessary water consumptions, fishery economic releases, agricultural releases, transportation releases, sanitary discharges, etc. Releases from water reservoirs of the river Moscow basin must provide a guaranteed water consumption in the range of the Rublevskaya dam in the size of 29 m3/s with the calculated water content 97 % on the number of regular years. Only under extreme conditions its reduction up to 20 m3/s is permitted. The river water regime in this part is determined also by transfer of the Volga water along the canal named after Moscow through navigable locks by the diversion canal from the Khimki reservoir into the river Skhodnya and along the Likhoborsky discharge into the Yauza river.
