The object of research is land reclamation systems consisting of two interconnected parts: technical (irrigation and drainage systems, structures) and natural (reclaimed areas). The purpose of the article is development and substantiation of proposals on development of the assessment methodology of the investments efficiency in modernization of land reclamation systems. The analysis performed by the authors showed that the existing practice of modernization fulfillment of reclaimed systems does not ensure an effective use of reclaimed lands and other components of the environment. There are many reasons for this but the main reasons are the incorrect interpretation of the object and purpose of modernization of reclaimed systems. The object of modernization is a technical part of the land reclamation system (irrigation and drainage systems, structures) without taking into consideration reclaimed areas as a natural object and natural resource, and the purpose of modernization -striving for maximization of the current profit (obtaining of the maximal agricultural crops yield) to the detriment of assessment of possible long-term ecological consequences from realization of this action. Such an approach contradicts the effective legislation of the Russian Federation in the field of environmental protection, principles of steady development and environmental engineering and does not promote an objective assessment of the investments efficiency in modernization of reclamation systems.
There are worked out proposals on development of the methodology of assessment of the efficiency of modernization of the systems the essence of which is the joint consideration of the technical and natural parts of the reclamation system; integrated assessment of the impact of modernization of reclamation systems on agro landscapes and natural environment on the whole and consideration of the technical state of the systems, probabilistic character of changing of the natural-climatic, soil, hydro-geological, geochemical, economic, social-economic conditions of functioning of reclaimed agro landscapes, ecological value of natural systems, structure of usage of natural landscapes and changing of the quality of life of the population as a result of carrying out modernization of reclamation systems.
