Conditions of formation of a stream flow within the European part of Russia are considered. Data on genesis of waters of the largest rivers of investigated territory are cited. The basic role in changes of a runoff in time of the deposits which are dropping out at passage over river basins of the Atlantic cyclones is revealed. Runoff distribution on territory of the European part of Russia is described, periodic components of long-term fluctuations of river waters are investigated. It is shown, that fluctuations in time of a runoff of the largest rivers of the European part of Russia are caused, first of all, by circulating factors.
