Fresh water is not only the source of life on earth, but also the resource required for operation and development of all sectors of the economy. Water resources are considered renewable, although it still remains unclear how quickly they can recover after use and how much their shortage threats the ecosystem of the earth. The article describes the characteristics of the current state of the world’s water resources in general and in Russia in particular. The worlds water resources structure; the dynamics of their availability and consumption are defined. The problems related to fresh water shortage are formulated. The main directions for increasing the availability of fresh water supplies, such as construction of reservoirs, desalination of sea water, transportation of water, waste water treatment, etc. are described. The structure of water resources strategic management is presented. The main reasons for poor implementation of previous strategies are given.
