The authors investigated in detail existing currently in Russia economic and legal relationship between the owner (state) water resources and water users, based on the preservation of the administrative and regulatory practices of property management of the fund. Defined bases of formation water market as an institution of rent relations water, aimed at increasing efficiency in the use of water resources. Practical recommendations to improve the efficiency of water use are given.
