This paper presents an analysis of the water management in Russia. It shows that the inefficiency of decisions on the use and protection of water bodies is a result of the low level of qualification of the managers in charge of these operations, as well as the lack of adequate information and intellectual support. This work provides examples of ineffective solutions in this field.
