The work is devoted to global anthropogenic climate change and its impacts on agriculture at the regional level. As the object of study is taken the existing irrigation system in the Stavropol region. The territory of the irrigation system is pre-divided into chambers by climatic and soil characteristics. Outside the model solved the problem of locating agricultural production and the resulting optimal structure of agricultural production. Further, calculating the irrigation regime and irrigation rates for crops in the simulation model for operation of water system irrigation water consumption is calculated using the obtained patterns of agricultural production. When building a simulation model of the operation of water systems used aggregative approach, highlights the key elements of the irrigation system the target, a reservoir, a control device, the external environment.
