The topicality of environment pollution problems necessitates determination of optimal penalty size and nature-conservation and restoration costs. The optimization process presupposes: pollution penalties, nature-conservation costs, and ecological damage assessment. These measures balance is achieved due to the three interacting agents: the state, economic entity and natural environment.
